Cities, towns, and villages that have preserved their historical area with cultural heritage sites in whole or in part are included in the List of Historic Places of Ukraine by the Cabinet of Ministers of Ukraine, Resolution No. 878 of July 26, 2001, and require the development and approval of research and design documentation to determine the boundaries of historical areas. Therefore, for the city of Lysychansk, Luhansk region, which was included in the List by the above-mentioned resolution, a team of scientists from the Ukrainian StateInstitute of Cultural Heritage has developed the Historical and Architectural Reference Plan for the City of Lysychansk, Luhansk Oblast, defining the boundaries and modes of use of monument protection zones and historical areas. The work was commissioned by the Department of Construction and Architecture of Lysychansk City Council. The object of the study was the territories of the historical districts of the city within the current administrative boundaries, and the goal was to ensure the preservation of monuments and objects of cultural heritage, planning and traditional character of the environment. To achieve this goal, historical, architectural and urban planning studies were conducted, archival sources of planning and buildings were studied. (During the field research of Lysychansk, in addition to the cultural heritage sites already registered with the state, 26 more were identified, which are proposed for state registration in the fields of architecture, history, urban planning, and archeology). After the Scientific and Methodological Council for the Protection of Cultural Heritage of the Ministry of Culture of Ukraine (Minutes of 30.10.2019 No. 143), which approved and recommended for approval (taking into account the comments) the boundaries and modes of use of the historical area of Lysychansk, the scientific and project documentation "Historical and Architectural Reference Plan of Lysychansk, Luhansk Oblast, Defining the Boundaries and Modes of Use of Monument Protection Zones and Historical Areas" was approved by the Order of the Ministry of Culture of Ukraine of 27.12.2019 No. 973.
